When a lead is added in Freshsales, the lead’s data is run against the territory rule. If the data satisfies the conditions of the rule, the lead is assigned to the territory. Leads in a territory are auto-assigned to users assigned to the same territory in a round-robin fashion.
We do not have a direct way to assign leads to users this way, however, you can create another territory with more conditions where you can add the users for whom fewer leads have to be assigned.
Since adding all the users to a territory is a tedious process, you can create a team and add this team to the territory.
No, the territory feature can only be used in two ways
1) Assign records to owners on a round-robin basis
2) Give access to a set of users who will be able to view the records.
Both these features can be used in the leads module as the records assignment can only be used in the leads module.

No, this is not possible. If the owner field is marked as required then the value for the owner field has to be passed while creation. But for the territory feature to work the owner field has to be empty at the time of creation.
Yes, we can leave the List of users for auto-assigning leads in round robin empty and give in the users name in the List of users who have access so that these users will have access to the records in the territory and no owner will be assigned.
No, territories will act on a lead (to assign an owner on a round-robin basis), whenever the condition of the territory is satisfied and when the territory and owner fields are empty. If there is an owner assigned and if the territory is empty, then the territory value will be updated on the lead but the round-robin owner assignment will not work (since the owner has already been assigned)
No, the territories can only be used to assign owners to leads.
